The Steelmen, who had Ricki Lamie sent off for violent conduct with 18 minutes remaining, led through Kevin van Veen's close-range finish just after the break.
However, Rangers upped the tempo and levelled through Roofe's header in the 83rd minute before Sakala fired a low drive beyond Liam Kelly to seal victory with just seconds of the 90 remaining.
